Netlike dullness under low light is wear of the finish. A scratch that catches your fingernail is something else.
Fine scratches come mainly from grit under shoes and in furniture pads; walking alone does not make them. As long as they stay in the finish, renewing the protection without removing wood clears them. Once they go through the finish, a surface treatment can no longer deal with them.

No. Care and polishing products soften them optically, because they fill the microrelief and even out the reflection. They do not restore the protection and do not close open wood.
Because low side light reveals them. That is the most reliable way to see the real state of the surface.
