The question “is cleaning enough” has exactly as many answers as there are states of the surface. Cleaning removes dirt and the old film, but does not restore protection. Renewing the protection adds a new layer, but does not undo damage to the wood. Sanding removes wood and starts again. The wrong choice is not cheaper — it is temporary.

Assess the finish
The drop test on a walkway tells you whether the finish is still intact or already worn through.
Look at the wood
Greyness, dark stains or frayed fibres mean the job is no longer a surface one.
Check stability
Elements that move or rattle need stabilising before any coating.

Cleaning, a care layer, a full recoat after an adhesion test, or sanding — in that order.

When should this route not be used?
A cosmetic treatment over an unstable floor or over open wood does not last. If the test area shows damage to the wood, the saving on the choice of procedure disappears into repeated work.

Does deep cleaning restore the protection?
No. It removes dirt and the old care film. If the finish underneath is worn, after cleaning it is still worn — only clean.
How do I know a coating is needed and not just cleaning?
By the test area. If the cleaned spot returns to an even appearance, cleaning was enough. If it stays dull, the finish itself is worn.
When is none of these treatments enough?
When the wood is open, grey or stained, when scratches go through the finish and when elements move. Then sanding or substrate repair is needed.
