A dirty surface, maintenance layer, a worn finish and damaged wood are four different states. Each of them has its own treatment.
The question “is cleaning enough” has exactly as many answers as there are states of the surface. Cleaning removes dirt and the old film, but does not restore protection. Renewing the protection adds a new layer, but does not undo damage to the wood. Sanding removes wood and starts again. The wrong choice is not cheaper — it is temporary.

By the test area. If the cleaned spot returns to an even appearance, cleaning was enough. If it stays dull, the finish itself is worn.
